Eastland Construction & Management, Inc has been in existence for 30 years, providing commercial construction and property management services to Southern Maine. The primary focus of Eastland is now the Pepperell Mill Campus. Eastland is comprised of a full staff, including on site property managers, office manager, accounting department, marketing and public relations professionals, web and graphic designer, construction supervisors, project manager, construction estimator, and in house carpenters, laborers, cleaning services, plumbers and electricians. The ability to “self provide” construction and property management services has allowed the mill redevelopment project to maintain low monthly expenses, as well as benefit from below market capital expenditure on all construction costs.

William Douglass “Doug” Sanford
Sanford has been developing properties with Eastland Construction & Management in the greater Biddeford-Saco area for over 30 years. Projects include the renovation and management of Saco-Biddeford Savings, McArthur Hall, Puritan Block, Bangor Savings Bank, 26 Alfred St. and 38 Alfred St., among others. The North Dam Mill is highly successful, with sustained 95% occupancy in commercial and residential units. Sanford’s extensive experience and energy are a large component in the planning and coordination of the Pepperell Mill Campus project.
C. Scott Joslin
Chief Operating Officer
Scott Joslin, Chief Operating Officer of the Pepperell Mill Campus, has been with the project since 2008. Mr. Joslin’s back ground is in commercial construction and real estate development in Portland and southern Maine. A graduate of Middlebury College in 1985, Joslin played professional hockey is Europe for three years, prior to entering the commercial construction and real estate development business in Southern Maine. Joslin is in charge of project planning, approvals, permitting, financing, large tenant leasing and construction at the Pepperell Mill Campus. The project is a 1,000,000 square foot mill re development in Biddeford, Maine. The project is 65% built out and leased to date, due for completion in 2020.
Director of Management
Scott is a resident of Biddeford, Maine. After graduating from Thornton Academy in 1986 he left the state for a number of years to serve his country in the military. Finding his way back to Maine in the mid 90’s Scott started a career in Management & Technology working for and leading many companies in the New England region. Over the last 10 years, he has broaden his skill set to include energy evaluation & planning along with project management. His responsibilities at the Pepperell Mill Campus include day to day management, technology, energy oversite and coordination of events in the Pepperell Center. In his downtime, Scott enjoys fishing, poker, golf and spending time with his wife and 5 children.
William “Will” Kany
Director of Leasing
Will Kany is a life long resident of the Saco/Biddeford area. Kany has been handling the residential and commercial leasing at the Campus since 2010. As a licensed Maine real estate broker, he is focused on bringing in new tenants to breath new life into the complex.

Facilities & Project Manager
Tim is a lifelong resident of Biddeford. He has been with Eastland Management since 2004, and has been involved in the renovations of the mill since the day North Dam was purchased. Tim manages our labor crew and ensures that everything runs smoothly.
Paul “Frenchy” Gilbert
Paul was born and raised in St. George Quebec Canada until moving to Biddeford at the age of 10. After graduating from Thornton Academy, he spent a few years working at General Dynamics before getting employed by Westpoint Stevens in 1989. He is now the Head of Maintenance for the Pepperell Mill Campus and puts his all into every last detail of his work. Paul enjoys spending the weekend at his camp in Skowhegan, fourwheeling, and of course, spending time with his family.
